The Regional Office embarked on a three year project on 1 November 2004 and finalized it with a European Conference on 8-9 October 2007 in Brussels. This European Commission funded project was implemented in collaboration with the WHO Regional Office for Europe and the Swedish Lund University. The goal of the project was to enhance the Sexual and Reproductive Health and Rights of all youth across Europe through better co-operation among EU countries, co-ordination among agencies and harmonization of public health policies, health promotion strategies and programmes.
The project had four main components: research and documentation, advocacy and dissemination of information, testing best practices & youth participation From the beginning till the end, young people were involved in the design and implementation of the project and were advocates in high level meetings with European health officials. The project involved 26 Member Associations from EU Member States, all involved in the production of documents on policy and good practice linked to research. 
The deliverables of the project were - a Reference Guide on Sexuality Education in Europe
- a searchable database regarding 5 keytopics on adolescent SRHR
- a Research Report
- a Policy Guide and Policy Brief on 5 key areas: information and education, health services, access to contraception, STIs including HIV/AIDS and abortion
- 4 factsheets on good practice
The "Guide for Developing Policies on Sexual and Reproductive Health and Rights of Young People in Europe" was officially released at the final SAFE conference in Brussels. Robert Madelin, Director General of DG SANCO was among the key-note speakers of the conference. 
SAFE activities also included action research projects involving IPPF European Network Member Associations providing examples of good practice to be adapted to the local context and to the specific needs of the young people, particularly members of vulnerable groups. The results of these mini projects eventually fed into the production of fact sheets on Good practice in Sexual and Reproductive Health and Rights for young people.
In addition, a web game on the right of young people to participate in Sexual and Reproductive Health and Rights issues was developed and a youth-led competition on re-packaging of safe-sex messages was held. Winners of the contest (student graphic designers, photographers, youth volunteers) were able to show the results of their artwork during the final conference in Brussels.
